karmendriyāṇi saṃyamya ya āste manasā smaran |indriyārthānvimūḍhātmā mithyācāraḥ sa ucyate ||
One who holds back the organs of action but sits there mentally dwelling on the objects of the senses, with a deluded mind, is called a hypocrite.
Explanation
Krishna is explaining to Arjuna why simply giving up action is not true renunciation. Someone who stops the organs of action (karmendriya), such as hands and speech, while the mind keeps dwelling on sense objects (indriyārtha), is only outwardly restrained. Krishna calls such a person self-deluded and false in conduct (mithyācāra), because inner attachment remains.
