karmaṇyakarma yaḥ paśyedakarmaṇi ca karma yaḥ |sa buddhimān manuṣyeṣu sa yuktaḥ kṛtsnakarmakṛt ||
One who sees inaction in action, and action in inaction, is wise among human beings. That person is disciplined in yoga, and is a doer of all action.
Explanation
Krishna continues explaining how hard it is to understand action (karma). Seeing "inaction in action" means recognizing that a person who acts without attachment to results (saṅga) is not bound by what they do, while "action in inaction" means that mere idleness or withdrawal can still be driven by desire and ego. Traditions differ slightly: Advaita readings stress the Self (ātman) as actionless, while devotional and karma-yoga readings stress acting without attachment.
