With me as the overseer, nature brings forth all that moves and does not move. For this reason, O son of Kunti, the world keeps turning in cycles.
Explanation
Krishna continues explaining how he stays unbound by action while being the source of creation. He is the witness or overseer (adhyakṣa), and nature (prakṛti), the world's creative principle, does the actual work of producing all beings, moving and unmoving. Because of this presence, the world goes through its cycles of creation and change (viparivartate). Traditions differ on whether nature's work is fully real and distinct from Krishna, or wholly dependent on him, and this verse is read in both ways.
