As waters flow into the ocean, which is ever being filled yet stays firm in its place, so all desires flow into the one who stays steady; that person attains peace, not the one who longs after desires.
Explanation
Krishna continues describing the person of steady wisdom. Like the ocean that is never disturbed by the rivers pouring into it, such a person is not shaken by desires (kāma) that arise, and so finds peace (śānti). One who keeps chasing desires does not. Some commentators read this as desires being absorbed without any reaction, others as desires arising only through contact with the senses and never taking hold.
